Studies have shown that the human brain doesn't fully develop until age 25. And while juvenile criminal records are often sealed, adult records aren't, making it difficult to find employment and housing.
"BDS is not about helping the Palestinians or bringing peace. Their only goal is to bring an end to the Jewish state. This is the reality and we won't be afraid to say it out loud, everywhere. BDS is the true face of modern anti-Semitism," Danon said in his opening remarks.
In a telephone interview, Mansour, the Palestinian ambassador, dismissed the conference as "an admission by the Israeli leadership that they're losing ground at American universities and colleges to BDS."
Gilad Skolnick, director of campus programming for the Committee for Accuracy in Middle East Reporting in America, or CAMERA, said that of the 26 U.S. college campuses that voted on BDS resolutions last year, 12 were approved and 14 were rejected.
"With this disgraceful resolution the U.N. crossed a red line. Can you imagine that seventy years after the holocaust the U.N. is creating lists to encourage the boycott of Jewish companies? This is exactly the kind of hatred that the U.N. was founded to eradicate," Danon said.
Taking place in the same hall where 40 years ago 72 nations voted to equate Zionism with racism, Israel's Ambassador to the U.N. Danny Danon called the conference an "historic" event. Separately, Palestinian Ambassador Riyad Mansour dismissed the conference as "no big deal."
Today, 41 states automatically treat those younger than 18 who are accused of crimes as juveniles, although judges can decide in certain cases that a minor should be charged as an adult. Seven states, including Texas, charge 17-year-olds as adults, and two — New York and North Carolina — treat those 16 and older as adults under certain circumstances.
There are legislators from both parties who have long been critical of Texas' law, including Democratic state Rep. Abel Herrero, who chaired a bipartisan interim House committee tasked with studying the issue and who supports legislation that would raise the age.

When Wang got into trouble at age 15, as a minor, he went to a juvenile lockup, where he took classes that eventually helped him earn a college scholarship. His friend, who was 17, went to prison for the same crime, where little effort was spent on trying to turn his life around. Since 1918, Texas has charged 17-year-olds as adults, even though they can¿t vote, join the military or serve on juries. With the state at odds with a federal law governing the housing of juvenile prison inmates and docked about $800,000 in funding last year, some are pushing to raise the age of defendants classed as adults to 18. Although both were minors, the law treated them very differently because Wang was 15 and Truong was 17, setting their adult lives on very different courses. Wang went to a juvenile lockup, where he took classes that eventually helped him earn a college scholarship. Troung went to prison, where little effort was spent on trying to turn his life around.
Daniel Birnbaum, CEO of SodaStream International Ltd, whose factory in a West Bank was forced to close after it was targeted by the boycott, urged the students to do all they can to fight the movement but he added that wouldn't be enough.
Truong, meanwhile, went to prison in 2007 with adult inmates. Relatives sent him books, but he spent his first two years idle. He was released in 2011, finished college in December and is looking for work while living with family in Dallas. Unlike Wang, whose juvenile record was sealed, Truong is saddled with a criminal record.
The boycott, divestment and sanctions movement (BDS) seeks to ostracize Israel by lobbying corporations, artists and academic institutions to sever ties with the Jewish state. Supporters say the boycott is aimed at furthering Palestinian independence, and they have modeled their efforts on an earlier campaign against Apartheid South Africa. Critics say the campaign is aimed at delegitimizing Israel itself.
