RESUMEN
El presente artículo tiene como propósito que los peruanos y sus instituciones observen obligatoriamente las normas que regulan el protocolo del Estado peruano. El artículo 38 de la carta magna establece que “Todos los peruanos tienen el deber de honrar al Perú y de proteger los intereses nacionales, así como de respetar, cumplir y defender la Constitución y el ordenamiento jurídico de la nación. â€La Universidad desde su fundación ha desarrollado ceremonias y actividades académicas. En la organización de las mismas no siempre ha respetado el protocolo del Estado peruano que involucra el tratamiento de los símbolos de la patria regulados en la Constitución. Por este motivo proponemos que las universidades cuenten con un manual de ceremonial y protocolo en concordancia con la legislación nacional, a fin de que los eventos académicos, respetando el orden jurídico nacional, resulten exitosos, con calidad y excelencia institucional.

Abstract
The purpose of this article is to disseminate the obligation of all Peruvians and Institutions to comply with the constitution and the national legal system in accordance with Article 38 of the Constitution. “All Peruvians have a duty to honor Peru and to protect national interests, as wellas to respect, comply with and defend the Constitution and the legal system of the Nation,†whichis why the regulations governing the Protocol of the Nation must be observed. Peruvian State.The University since its foundation has developed ceremonies and academic activities that have todo with its purpose, following its guidelines in the organization of them and not always respecting the Protocol of the Peruvian State that involves the treatment of the symbols of the Home land regulated in the Constitution, for this reason we propose that the Universities have a ceremonial and protocol manual in accordance with the National legislation, so that the academic events are successful, with institutional quality and excellence and respecting the national legal order.
